You’ll have to search the Grand Underground for it. Once you arrive in Eterna City, you can visit this area of the game.
To begin, speak with an elderly man who lives to the right of the city’s Pokémon Center and receive the Explorer’s Kit. At any point during the game, you’ll need this to enter the Grand Underground.
The next step is to look for fossil-digging sites in your area. On the wall, these are the orange dots on your map that you can interact with.
You’ll begin the mining digging game when you click these spots, and you’ll have a limited number of hits with your hammer and pickax to recover all of the hidden items before the area collapses.
In these fossil dig sites, the Prism Scale has a chance to appear. They are, however, random, so you’ll have to keep looking until you find one.
